Re-submitting a certificate of eligibility

Hi there,
I lived in Japan for a couple of years 18 months ago, and when I left the country I cancelled my working visa. Now I am heading back (fed up with London gloomy weather), and my new company just applied for my certificate of eligibility.
So I was wondering: Does anybody know if it would take less time to get the certificate this time around since I already applied for it in the past?
