Where to apply for visa?

Hi guys. I'm an American citizen living overseas, planning on applying to Waseda SILS. In one of the application documents, it asks me "intended place to apply for visa" -- since I'm living abroad (as in, my permanent address is outside of the USA), do I say that I'm gonna apply for the visa in the city I'm residing in? Or do I write the city I'm from in America? Thank you!
