Lost CoE of my son

I sent my son's CoE by Airmail by mistake instead of sending by EMS where we can track. They told it will reach in 5 days. But we haven't got it till it's already more than 2 weeks.
In case if we dont receive it can I request for copy of CoE again? IF yes what is the process? or do I need to re apply and wait for ???
Please help
