For starters, you should understand that Japanese cuisine doesn't have a Starter - Main Course - Dessert pattern, such as with western style food. Instead, a variety of small dishes are served throughout the meal. At a formal Japanese meal, small dishes with more or less one mouthful of food each are served first. These are called 'zen sai' and are essentially the equivalent of hors d'oeuvres. It may not be a starter per se, but most casual restaurants and higher end restaurants in Japan serve a seating dish called otoshi when you sit down. There isn't any set type of food or dish used for otoshi, but it is often something using seasonal ingredients.
