My father is Japanese and my mother is Filipina, it's our first time to go to Japan.
What are the documents we need when we leave the Philippines? Do we need a travel clearance? I'm only 17 and my sister is 14, so we are both minors.

You have to contact the Japanese embassy in your country. They'll be able to tell you exactly what you need. If you don't have a Japanese passport, you'll need some sort of visa. Your country is not in the Exemption of Visa agreement with Japan, therefore you'll need to apply for a visa.
