how to ask whether someone can speak english?

My friend teach me something like:
"eigo ga wakarimasuka?
"eigo ga dekimasuka?"
"eigo ga hanasemasuka?"

What is the best / common / polite way to ask someone in Japan whether they able to understand/speak/communicate in English?

"Do you speak English?" works fine.
The answer will be either "yes" or "#%\€+&?".
Keep trying until you get the first kind of response.

All three options that your friend told you are fine. They are only slightly different, like, do you UNDERSTAND / SPEAK / CAN English.

eigo wa wakarimasuka? (Do you understand English?)
is more appropriate.
Or if that's too difficult for you, you can also say
eigo de iidesuka? (Is English okay?)

Of course you can just say "Do you speak English?" in English, but it's always a nice gesture to ask it in the local language. It's one of the two phrases I memorize each time I travel abroad from my home country Japan, the other phrase being "Toilet?"

If you ask these questions, less than 5% of Japanese will answer "No". Actually we (I am a Japanese) can understand some basic English like "train station?" or "I want to eat ramen." But if you ask "Do you speak English?" we will think this guy may want to do some complicated English conversation which is not possible for us. So, I recommend you to say just "Sumimasen (excuse me?)" and then what you want to ask using less than 5 words (in English, of course). If you don't remember the word "sumimasen" then you can just say "Excuse me", which phrase most Japanese people can understand. Speak slow and clearly then you will be fine.

Of course if you want to do complicated English conversation, you should say "Eigo de ii desuka?". But I think it is quite unlikely you want to do this with random person.

In the Kansai dialect, even in "second person" cases used
"first person (pronouns)" a lot, but this is a rare case.

Anyway, no need remember all, longer(not longest) phrase is the best for olders,
shortest phrase enough for friends and youngers mostly.

However, the persons who cannot understand "Do/Can you speak English?" are not so many
already only older than around 80 years old or under elementary school students(12yd),
so importance of remembering that phrases in Japanese is quite low. (just not waste)

And, in recent years Japan "foreign(face looks like Japanese)" shop staff increased,
they cannot speak English cases a lot, so if (s)he couldn't understand english,
you should doubt the possibility of "(s)he is not Japanese?".
