Hakodate & Sapporo 9/11 to 18/11 itineraries

Hi,
I'm going to Hakodate (9/11-12/11) & Sapporo(13/11-18/11)
I did some research, I wanted to do some one-day tours, but seems like the bus companies are not in service during this period. I want to go to the Blue Pond@Biei, Mt Hakodate(Cablecar maintenance-bus service available?), Noboribetsu(Hot Spring) & Mt Toya.
This all seems difficult to visit without tour bus, (I can't rent car as I don't have a driving license).
Greatly Appreciated if any help given.
