I'm planning on a vacation to Japan in November 2017, i would like to know if there are snow vacation spot in November, where and what are the cost to enter?

Unless you have a time machine, I believe you meant 2018. Snow may start in mid to late november. Even though there was heavy snow in northern Japan this year, typically you shouldn't expect much snow in November. Even if it snows, it won't be enough and ready for any winter activities yet, maybe only scenery. I think your best chance is Hokkaido, some where facing sea of Japan and higher altitude.
