It says that the skyline road is closed until Mid april, we are looking to visit around april 1 2018. Is this road open for us to get to the 2 viewing decks? whats the best way to get to the two decks during this time

Both observation decks are on the Chuzenjiko Skyline Road. The road is scheduled to be closed until 12:00 Apr 13, 2018. There would be no way to get there.

Tobu bus runs on that road only in summer and autumn (Jul 1 - Aug 31 and Oct 1 - Nov 13 in 2016).

Basically, Oku-Nikko is in winter until the Golden Week. The area and the lake itself are in a highland after climbing Irohazaka Slope from the central Nikko. Tei-Kogai-Bus, the red route in the pdf below, starts to run from Apr 26.

In my post above, I have explained Tobu Bus Line G, shown on the map below. However, Lines Y and YK run throughout a year. The basic route would be that you would leave the central Nikko by taking a bus to the bus stop #24 Akechidaira. There is a ropeway there to overlook Kegon Waterfalls, Lake Chuzenji, and Mt Nantai. Then, you may go to #26 Chuzenjiko Onsen, or up to #46 Yumoto Onsen. #37 Ryuzu no Taki and # 44 Yudaki Iriguchi could be popular in the green season. For the return, the bus goes to the northern path. You may stop at #50 Kegon no Taki Iriguchi to enjoy a closer look of the Kegon Waterfalls from there.
