Are there any waiting taxis at the base of Mount Kurodake Ropeway Station that goes to Ginga & Ryusei falls? If yes, how much would it cost (round trip)
Or are there any bus tours going there in May 2018? Unable to find any tours so far.

Not many, and not at the Ropeway station, but in front of the visitor centre.
how much would it cost (round trip)
I am not sure for your trip to the Ginga & Ryusei falls only, but we paid 8000‰~ for 2 .5 hour including visiting Obako and lake Taisetsu.
