Travelling to Aomori in May, and planning to visit Towada whilst there.
Are there any public ideally open air Onsen that any one can recommend, seen a lot but appear to be mainly Hotel operated.

Sukayu is part of a ryokan, but open to daytime visitors. It is busy, very atmospheric and has great, sulfuric water. I consider it the best traditional, indoor onsen bath in Japan alongside Hoshi Onsen in Gunma:

I am unsure if this hotel accepts day-trippers; however, I highly recommend a night stay here:
