Now HyperDia has a misleading footnote (at the bottom of its search result pages) which can be considered to suggest that the new timetables are used; however, actually it has not yet reflected the revision.
HyperDia tends to be late in taking new time data.
Anyway, both before and after the revision, the last regular Haruka train for Kyoto is scheduled to depart at 22:16 from Kansai-airport Station (and to arrive at 23:32 to Kyoto Station).

So, you highly likely will have enough time to catch a Haruka train, even on the conditions that your flight arrival is delayed by 1 hour, that you are in the immigration procedure very long for 2 hours, and that you need 30 minutes to get your ICOCA & Haruka set due to a queue in front of the counter.

KIX has two terminals; in Terminal 2, railway is not available.
In KIX Terminal 1 are Kansai-airport Stations of JR and of Nankai, whose gates are close to each other.
You will follow signs for JR and find the JR ticket office.

in Kyoto Station, these trains arrive and depart at Track 0.
The other regular Haruka trains leaving KIX go to Kyoto and arrive at Track 30.
The platforms for Track 0 and Track 30 connected to each other,
and they are near Central Gate, which is around the north end of the station.
