April 13 to 15/16 Travel JR East Pass

Hi
Will get JR East Pass (Nagano, Niigata), wish to travel below places but thinking hard on travel which place first & which later.
As sequence of travelling from 1 place to another is important so as to save time & see more.
13 Apr 8am arrive Tokyo
(13 to 14 Apr can stay any place)
15 Apr nite stay in Tokyo
16 Apr half morning can still travel till about 1pm
Read about places below, if you any place recommended to go pls let me know :)
Ushiku Daibutsu
Ashikaga Flower Park
Narai / Kiso Fukushima
Takato Castle Park - seem not so convenient to reach? then may need to skip :(
Takada Castle / Joetsu Myoko
1 more question:
can JR East Pass cover Izu Craile Train ride?
Last trip using same JR pass been to Nagano, Matsumoto, Takasaki, Karuizawa, Komoro, Gala Yuzawa.
