I am bringing my 4 year old son to Osaka, Kobe and Tokyo. Do I need to buy a Hankyu Pass or Osaka Amazing Pass or Icoca card for him?

(who have not yet reached the Japanese elementary school age)
are mostly common among major railway operators in Japan.

No; these passes or IC cards are not necessary for your 4-year-old son.

IC cards and most non-JR passes
(including Hankyu Tourist Pass and Osaka Amazing Pass in your question)
are basically for train rides which require no surcharge in addition to a basic fare.
He can travel free of fees on such trains.

For you to take a JR Shinkansen or other Limited Express train,
you pay a surcharge in addition to a basic fare.

When he solely uses a reserved seat,
you pay for him the child-rate basic fare and surcharge.

When he is on your lap while you use a reserved seat
or when you and he are in a train car of non-reserved seats,
he can travel free of fees.
