May I know if Japan Traffic Law allows to use Pedalflow on pavement or pedestrian in Tokyo/ Osaka?

I guess this is a bicycle, right? It does not have any motor, but has a brake?

This is kinda scooter-bike. Pedalling backward to brake the bike.
