I want to travel from Kansai Int. Airport to Kanazawa, can I use Takayama-Hokuriku Area Tourist Pass for
1) "Haruka Express" train from Kansai to Kyoto? and
2) Thunderbird 特急 Thunderbird 31 from Kyoto to Kanazawa?
3) For seat reservation, can request in ticket counter?

I would change trains at Shin-Osaka rather than Kyoto, but it doesn't make much of a difference.

Yes, youcan make seat reservations at any JR ticket counter. Note that the pass does not cover reserved seats on the Haruka. You have to use unreserved seats on the Haruka.
