Marriage w/o certificate of non-impediment

Hello. I hope somebody can help me. Is there a way to find out which city halls/ward offices in or around Tokyo will marry me and my Japanese partner without seeing a certificate of non-impediment from my home countryfs embassy? I would call each individual one and ask myself, but the list is too long?

As far as I know, required documents will be determined depending on your nationality. So... I wonder if there would be any difference depending on the ward/city hall? (Just a comment, sorry that it is not really useful.)
