Undergrad student COE late

Ifm a 1st year student for Sept admissions and waiting for my COE. I submitted everything on time (no error in documents), paid necessary payments but the COE is still not issued. My flight is in abt 2 weeks, more than stressed. Has anyone had similar experiences? What to do?
