Bus to Sukayu Onsen

According to the link, there is a bus departing Shin Aomori at 12:20-13:40 ( travelling in March 2019).

I know for certain one can buy the ticket at Aomori Station but I would appreciate if someone could confirm that I can buy the ticket and board at Shin Aomori. This is the same bus that goes to Hakkoda Ropeway.

In addition will it be a problem taking the bus from Shin Aomori as it�fs the second stop and will it be full with passengers boarding at Aomori?
I suspect being March, the only passengers would be skiers.

Please buy tickets at the window of Aomori station (with ticket vending machines) "JR Bus Tohoku".
A. Shin Aomori station, a one-way ticket from Hachinohe Station.
Please pay when you get off the bus. Please pick up a numbered ticket when you get on the train.
