I like the anime culture in japan and has been one of the reasons i have came. But I have been few days traveling around and found that the anime goods are a little expensive, thats why I would like to know if there are some second hand shops near akihabara/tokio, also if that shops are tax free. Thanks you beforehand

Second hand stores are rarely, if ever, tax free. There is a market for older merchandise, but there is also a demand for it and the price will reflect it. Don't expect to get a cheap price for rare merchandise.

OP didn't say he was looking for rare stuff, only that buying new was expensive, which is certainly true.
I just use Amazon for that; even for new it is often much cheaper than physical stores.

Mandarake, Surugaya, Lashinbang are all good for merchandise, depending on what exactly you're looking for.
Maybe try a specialised forum for more specific advice. myfigurecollection has a lot of people who know the pop culture areas in Tokyo

Region codes are only for DVDs and games. Physical merchandise isn't restricted.
