I just find these articles about disruption in JR Hokkaido Lines since September 2018.

I plan to have this route as my February 2019 itinerary:
Sapporo - Asahikawa - Sounkyo - Shiretoko - Kawayu Onsen - Obihiro - Shin Hakodate Hokuto - Tazawako (Nyuto Onsen)

I find the articles when looking for access to Lake Shikaribetsu Kotan Ice Festival from Obihiro Station and concern if any of my route is affected. I check all my schedules from Hyperdia.com and assume Hyperdia has updated their system in accordance with the disruption.

Your assumption about hyperdia is incorrect. It is just a timetable service.
