Snow near kyoto

I am currently in Kyoto. I am wanting t go on a day trip (not much further than 1 hour) to see snow.
Is it always snowing in Ohara? What about Mt. Hiei?
Somewhere with an Onsen open for day use by guests would be an added bonus.
