30 days tourist visa + change resident status

Hello, I have a question.
If I enter japan with a 30 days tourist visa, can I change my resident status to Spousal of Japanese National?
I ask this because I heard you can only change your status if you entered Japan with a 90 days tourist visa, not 30 days or 15 days. Is it true?
And my country is required to apply for tourist visa to enter Japan, so I have to choose one of three options.
