Anyone knows any electrician near ebisu or hiroo area who can speak English too? Wanted to my kitchen lights. Been trying to call service centre but none of them speaks english. Tried to change on my own but doesnt lit up. Any idea who I can call for help?

If it is a rental contract, you should ask the manager, the real estate company or the landlord than here.
If no one at the house has a manager, it is faster to catch foreigners who speak Japanese in the neighborhood.
If you go to the supermarket or convenience store, someone will be there.

This chain store is covered nation wide, open 24hrs 365days, free dial(0120-) also contact form with.
But I do not know they can speak English or not.

Or go to a shop that sells electrical appliances in your neighborhood and ask them to make for you an appointment with an electrician. You essentially only need some Japanese to get the appointment (if you plan to live in Japan longer term it might be good to just learn some basic Japanese). Once the electrician is at your house it will be pretty clear to him/her what needs to be done.
