February festivals and snow events

Hello
I intend visiting Japan next February and Im interested in cultural events and snow festivals. I searched the net but have some questions
1 What are the dates for Hirosaki snow lantern festival for FEB 2020?
2 Kyoto FEB 3rd Heian Jingu setsubun or Yasaka Shrine Setsubun ? What in your opinion to choose - also from the crowd part I m not so high person so if I want to see something.
3. Kamihinokinai paper balloon - Feb 10th - what time are the paper balloons lifted up? or its free time for everyone from dark . I have to catch a train back toward Akita
4. Feb 11 -Kasedori Festival - If I arrive around 12-13 hrs can I still see something from the dance and where?
5. I will have to catch a train from Kamihinohinkai to Akita late evening - going through Kakunodate - Is there a chance of a train cancelation due to snow or its not a regular problem
