If I plan to go to Tokamachi between 25-28 december 2019,
Can I access to the famous natural place around Tokamachi?
Can I drive? (Road are frozen?) What's about restaurant and shop,
still open?
Please give me an informations about the travel in late december.

Tokamachi is accessible around the year, but in late December you will very likely encounter a lot of snow and possibly ice. If you are not used to drive in winter conditions, I recommend not to drive.
Can I access to the famous natural place around Tokamachi?
I am not sure which famous places you are referring to, but some of them may not be accessible during winter.
What's about restaurant and shop, still open?
Restaurants and shops are generally open around the year. Some tourist attractions may be closed due to the New Year holidays.
