You need a work visa to work. Not a tourist visa.

Yes that will be a problem.
You may not perform any work on a tourist visa.
Even if you volunteer it is not allowed since Japan as special volunteer programs.
Do not take the risk since you may get future problems (including your brother) when you get cached.
