Hello! I am a nikkeijin from Philippines and currently residing here in Tokyo. My father is half-japanese. He did not registered our birth here in Japan because that time he is dying. In short we are not registered here but he has his own kosekitohon. Can I registered our birth here in Tokyo even if my father is gone? TIA
