Best way to get around Hokkaido in winter?

Hi everyone,
Ifm planning to travel to Hokkaido with my partner from 18/12 to around 23-24/12 and head down to other parts of Japan.
My itinerary for Hokkaido:
Airport > Sapporo > Otaru > Niseko > Lake Toya > Noboribetsu Onsen > Airport (might be in a different order)
- is it easier to travel by train? Consider is having to carry our luggage throughout the whole trip - I have never driven in snow condition but donft mind driving for a short period, should i hire a car for part of my trip? - is it better if I go to Niseko for ski first? Since from 21st will be the weekend then the Xmas week. - flying to Yamagata, taking trains from there to Tokyo, Kanazawa and back to Tokyo, will 14 days JR Pass be a better option?
