Just to Otsuki. That's not Mt. Fuji. The closest station to Mt. Fuji in this instance is Kawaguchiko. The line can be reached without any additional fees if one uses the 3-day Tokyo Wide Pass. If using the 7/14/21-day JR Pass, then you'd have to pay from Otsuki to Kawaguchiko.

If you're using Hyperdia.com to check train schedules and you happen to catch the listing of a LTD. EXP. train that runs directly to Kawaguchiko, be advised that the portion running on non-JR track (Otsuki to Kawaguchiko) must be paid. The pass will not cover that even though it's a JR train.
