What university would you recommend for MEXT?

Hi, what universities would you recommend for economy or business management(undergraduate) ?
I've been thinking about Yokohama kokuritsu Daigaku, Chiba daigaku and Saitama daigaku.
Are there any better choices than these for someone that has an overall average of 9.12/10 in high school?

Ifm not an expert in such field, but my friends who major in business said Hitotsubashi university is famous in Kanto area.
Surely university of Tokyo is the highest level in Japan, so Hitotsubashi is the second though.
If you donft care the school expenses (I donft know the system of school expenses between Japanese students and exchange students are same but), I reccomend Waseda university,too.
It is very popular in provate schools.
