probably not. it can be used as debit card or chargeable card. you can get ATM card. it works for cash withdrawal from your account.

You can use “mijica” either as a debit card (directly debited from your postal bank account balance) or a prepaid card (needs to be charged/topped up).
If in your setting you enable “debit charge,” meaning, you automatically top up your “mijica” account with the balance you have in your postal bank account, then it is a debit card. If you set it so that you can only use up to the limit you’ve topped up (“debit charge” disabled), then it serves as a prepaid card.
The question in the link above is only asking about whether the “prepaid top up” portion available on the mijica card can be withdrawn at an ATM, and does not say anything about withdrawing directly from the Japan postal bank account. I have yet to find that Q & A. I am guessing that you’d get a cash card with your account for that purpose?
