Getting a COE from a college

I applied to study Japanese language in one of the Japanese language school in Japan. But I did not got COE from college due to this reason.
I was unable to spoke name of my consultancy correctly from where I was applying because I am learning language from another consultancy that time .Now I have completed my bachelor I am thinking to apply again .But I heard somewhere once you are rejected in japan there will be less probability to got visa .What will be the chance I got COE from college and visa by reapplying?
