Good Japanese required for MEXT?

Hello guys, I'm thinking about applying for MEXT scholarship in February 22, right now I have a N5 level (I passed the exam in December). So, by the time of application I hope to be at N4.
Which level is needed for undergraduate scholarship?. I mean, I will get the scholarship in April 23 , and I'll be close to N3 level if I study hard by that time. So, when you go to Japan you have a whole year for preparation to study Japanese, Maths... And I dont believe it will be enough time to get N2 level and I have read that EJU is even more complicated than N2 level, so I may not pass this part of the exam.
By the way, I will apply for a science degree in Univerisity of Tokyo or Osaka.
