Filipino-Pakistani Marriage Registration

Hello everyone. I would like to ask regarding the legal capacity to contract marriage which is necessary in registering marriage in city hall. I already have my documents (filipina) however, I dont know what should my fiance submit. I think their embassy dont have Legal Capacity to contract marriage certificate. What is their document equivalent to this? And can anyone please explain to me the whole process of marriage registration for those who are pakistani-filipina couple. Thank you.
