How to get to Onyutoge, Shiga?

I'm planning to visit Shiga in early November and would like to see the sea of clouds at Onyutoge. However, I cannot find any information for travelling there. I am travelling by myself and want to know if there are any tour for Onyutoge? If not, do you recommend driving to the Onyutoge?
