How long to pass the Japan customs

I will be arriving at the Haneda international airport (HND), I wish to know how long will everything take before I can roam free around the airport. Because I might not make it to the last train since my arrival time is quite late around 10:35pm

Refer to Pg 156 - Resumption of tourism cc on this forum. A fairly detailed report by Na2. There are hotels near HND ( not the one attached to the airport which is expensive) that are reasonably priced, a short taxi ride away . Or courtesy bus. https://www.haneda.jalcity.co.jp/en/shuttle-bus/Ifm sure there are others. Just a bit of research needed.

In October, without checked luggage: we got off the plane at 8pm and rushed through the COVID related procedure + immigration and got to the monorail station (terminal 3) at 8:20pm.
