Utsukushigahara Plateau seems to be good near Matsumoto.

I took the Venus Line from Lake Suwa via Tateshina and Kurumayama. It will probably be busy in the summer.

Utsukushigahara Plateau can also be reached from Matsumoto.
Yamamoto hut seems to pick you up from Matsumoto (1 bus per day)

If you're near a hotel along the Azusa River, you might be able to see it.
The Alpine-Takayama-Matsumoto Area JR Pass is reasonably priced, but if you don't want to go to the Kurobe Tateyama Alpine Route, I don't think you need to buy one.
I think it's better to go by bus or car.
