Will it be ok to go to Takayama and Shirakawa-go just using normal shoes (not boots) in mid-February? I mean, strolling in the town and visiting the outdoir museum?

Yeah most paths and roads are cleared.
Just treat snow like puddles in the rain. Avoid and don't jump in it.

I found Shirakawa super slippery with ice on the bridge and paths. Try shoes with good grip

Walk carefully, normal shoes no problem. I was in Takayama at the snow at New Year (-5C) and no issues. Certainly with the snow in Tokyo this week it made my shoes wet, but that happens. Icy conditions requires some extra caution.
