Yes, you can use Icoca to pay the base fare for these two trains; however, the Rapit additionally requires a supplement ticket which you need to purchase separately. Not sure whether you can use Icoca to purchase that supplement ticket.

Nankai Airport Express is a regular express bound for KIX airport.
if your purpose is going to KIX airport, you don't need to take Rapit. regular expresses (no additional fee, 4 trains/h) run more frequently than Rapit (need an additional fee, 1-2 trains /hour). Rapit is only 10 min faster than regular express. thus, in many cases, you can reach to the airport by regular express earlier, if you count your waiting time of the Rapit departure.
