I'll be traveling from Hokkaido to Aomori, and I was just wondering, when boarding the JR Ou Line from Shin-Aomori Station to Aomori Station, do I need a seat reservation for this?

No, seat reservations are not needed. They are not even possible on the local trains (they are possible for limited express trains, but not mandatory).

Note that thanks to a special rule, you can also use the limited express trains between just these two stations without purchasing the supplement that is usually needed for limited express trains.
