Can i book JR Hokkaido tickets in Tokyo?

I'm travelling to Hokkaido from end May to early June for 16 days, getting around by public transport. I'm not intending to get a JR Hokkaido rail pass. I will also be visiting Tokyo for a day before going to Hokkaido.
This is my itinerary: Singapore > Tokyo > Haneda Airport > Wakkanai > Rebun > Rishiri > Wakkanai > Asahikawa > Biei > Asahikawa > Asahidake Onsen > Asahikawa > Sapporo > Toya > New Chitose Airport > Singapore
I would like to check if I can purchase all my major JR train tickets and make seat reservations for in Tokyo / Haneda Airport, or can I only do so in Wakkanai Station? Thanks!

As long as the trains are JR trains, you can reserve them at any JR train station.
