According to this page, reservations are not possible and it is first-come, first-served basis.

The staff at the information desk may tell you how far in advance you have to go to board.
The Alpico Kotsu Nagano Ekimae(in front of) Information Center on the 1st floor of the Nagano Ekimae West Plaza Building is open from 6:20 to 19:00.
