Since recently, the site is now known as Fuji Motosuko Resort and - unlike before - is generally open also outside of the festival period; however, the opening calendar for April 2024 has not been published. They seem to publish the opening details only about 3 months in advance: https://www.fujimotosuko-resort.jp/index.html#col4

I thought the festival open on the 15th April every year.
The dates vary by year. Over the past 10 years, it started as early as April 11 and as late as April 19. I think it is usually a Saturday in mid April. But the flowers are usually not fully in bloom for another week or two.
