I would like to ask if there is Limousine Bus departing from Tokyo station to Haneda Airport? I googled online seems like Limousine Bus service from Tokyo station to Haneda Airport has been suspended. Only way to get from Tokyo station to Haneda Airport is via train?

The Haneda - Tokyo Station route is currently not being served. There is no word on when it will resume.

Unfortunately, the information you've got is correct. Since direct limousine buses are still suspended and they have not announced yet when to resume the service, there are 2 ways to go to Haneda Airport (HND) from Tokyo Station. Both routes require you to change trains.
Route 1: USING JR AND MONORAIL
Tokyo-Hamamatsucho by JR
Hamamatsucho-HND by Tokyo Monorail
Fare: 670 yen
Route 2: USING JR AND KEIKYU RAILWAYS
Tokyo-Shinagawa by JR
Shinagawa-HND by Keikyu Railways
Fare: 480 yen
