Can I bring my little sister to Japan?

I am moving to Japan, my sister wants to come with me and also my parents and I want her to get education in Japan rather than the current residing country.
She is 2 years old. 日経カナダ人. Canadian Passport.
Of course parent approval and such is needed, they agree but is this possible ?

Leave her to your parents.

If your entire family moves to Japan , then yes your small sister will come along as well. If you move alone, she’ll stay with your parents.
