Hi, i'm looking for Private van company that have van fit for 14ppl (or maybe 2 van of 7ppl) and can pay by cash upon arrival, is there any recommendation?

From JR narita airport to shinjuku 1 way = 1520 yen @14 person =21280 yen by JR

The OP is looking for a private transfer, I doubt they are looking to save every yen possible.
Cash payment on arrival - I doubt any reputable company would accept a booking on those terms.

According to the website, a medium size bus may match to OP's demand of 14 people, but it costs around 90,000 yen (four times more expensive than using trains!!) and says "Please note that the price is to be paid in advance with credit cards." It doesn't seem they accept payment by cash upon arrival as OP wants.
