Do you mean Kurokawa, in Kyushu? If yes and you are OK to be a touch out of town, I would recommend Hozentai which I think would be up there with the best I have stayed at, like a little village. If you want to be closer to town (it actually isnt much of a town to be honest, or at least it wasnt when we visited about 6 years ago) there are plenty, I cant remember which one we stayed at.

Oh yes, definitely the best thing to do is to buy the token from the tourist office and walk around and visit a few of the inns.
You don't always get to go in all the baths, but some of them are amazing. Hozentai is amazing too. Especially for the food.

Kurokawa Onsen is a small, charming town. Will you have a car? Are you traveling with your partner only? If you have a car, have no children, and enjoy a location along a river, then I recommend Fujinoya, which is brand new and offers rooms with an attached onsen. https://goo.gl/maps/FoqoGKBmFKcsvoip9https://youtu.be/AMMdvVb69xsThe cost is not very high, compared to similar ryokans of the same calibre. I paid about $500 for two people with two meals (breakfast and dinner). It was a perfect, unforgettable stay. I also considered Hozantei, which is also along a river. It's more famous but more traditional. They don't offer non-smoking rooms, but can deodorize rooms for non-smokers.

Cheers on the Hozentai rooms, we didnt notice smoking smell when we were there (and we tend to be a bit sensitive to it). But the room we had was massive, it was like a cabin that opened out onto the creek with a balcony on one side and rock formations on the other, with an internal bath and a little rotenburo in the creek bed, all private. It was seriously fantastic, and the food there was as well.
I could rabbit on about our stay there for ages, it was pretty much unforgettable.
