Kagayaki Train

We are planning to go from Shinjuku to Kanazawa on Kagayaki (Hokuriku Shinkansen) train around 9 AM on 16 Oct. We plan to purchase Hokuriku Arch Pass. Question-(a) How far ahead do you advise for us to purchase the pass, and (b) are the reserved seats on Kagayaki train covered using this pass or do we need to pay extra for reserved seats? Thanks for your help.
