Ifm in Japan with my US cellphone (T-Mobile). How should local Japanese people dial my number?
Should they dial:
010-1-(10 digit number)?
+1-(10 digit number?
10 digit number?
Also, will they be charged international rates?

"+" for intranational access "1" as the code for USA and then your number. And, yes it will be an international call to cell phone, so not particularly cheap.

You may also try to download Line, Whatsapp or any messaging app.

I recommend you to use Whatsapp, Line, or other SNS platforms which has messaging system. It almost doesn't cost. My friend from Europe and I were in the same situation when they visited me but could communicate each other anytime by Whatsapp and Facebook.

Note that only a very small percentage of "local Japanese people" use Whatsapp.

Uco-san is right. I was one of few locals who have own Whatsapp account. It's not popular here So downloading Line and making a new account in it is much better if you want them to communicate with you.
